Parents drive to the “nice” neighborhoods now so some neighborhoods get 700 kids and most neighborhoods get none. That’s exactly what happens. Hell, it’s not even always the nice neighborhoods. My Dad still gets 750-1000 kids at my childhood home. Its middle class older houses, but it’s a nice street with a planted median. This is in an Iowa town of 60k. But even then, I still get 250-300 kids on a dead-end subdivision in the same town.
